Wild, icy conditions this morning caused commuter havoc, motor vehicle accidents and at least one injury to a Buffalo police officer. John T. Elfvin, a retired federal court judge who was long known as a rebel in the court system, died Tuesday afternoon in a Lancaster nursing home. He was 91.Judge Elfvin, whose 33-year judicial career was rocked by several controversies, carried a heavy caseload until age 90. He retired in 2007 after a series of medical problems.
